新型コロナウィルスのパンデミックが始まってずいぶん長い時間が経過したように感じます。3月に新型コロナ対策の特別措置法が制定、4月に緊急事態宣言が発出され、京都府も特別警戒都道府県と位置づけられました。5月21日に京都府の緊急事態宣言が解除されましたが、学生の皆さんにとってこの3月から今日までの時間は途方もなく長く感じられたでしょう。私も同じ思いです。しかし、まだ6ヶ月もたっていないのです。
世界全体を見てもいまだ新規感染者は増加し、脅威が収束する見込みは立っていません。このように不透明な未来しか描けないような事態は、現代社会における未曾有の危機と言えます。しかも、その中で、私たちは感染拡大の抑制と経済の停滞を防ぐという相反する2つの課題に取り組まなければなりません。物流や人の移動が制限され、ソーシャルディスタンスを保つことを推奨され、コミュニケーションをオンラインでとらなくてはいけないなど人との交わり方が変化し、社会構造や価値観が大きく変化するという、まさにニューノーマル時代がはじまったと言えるでしょう。
人類は歴史上、何度となくパンデミックを乗り越え、そして現在の世界を構築してきました。新型コロナウイルスは世界に脅威を与えたパンデミックとして歴史に刻まれるでしょうが、同時にこの2020年は大きな変革が始まった年としてのターニングポイントになるでしょう。このような変革が求められる時代こそ、知の拠点である大学が果たす役割は大きく、正確な事実の認識と科学的考え方、私たち全員の創造力で持続可能な社会を維持していくことが必要です。新型コロナウィルスが引き金となり、経済、社会に多くの複合的な課題があることが露呈しました。「With Corona」は当分続くでしょうし、「Post Corona」時代は先になるかもしれませんが、歩みを止めることなく、社会のニーズを的確に捉えて、多様な知識を学び、最適な課題解決を提示できる人材となっていただきたいと思います。
もちろん、大学においても、新たな価値観の下での教育形態やこれまでにない取り組みが求められています。これまで以上に遠隔教育の改善に力を入れ、さらに感染症拡大予防をした上で対面授業を取り入れたハイブリットな教育を実施し、コロナ禍においても十分な教育を提供できるよう教職員一丸となって取り組みます。遠隔授業と対面授業の併用は、大学にとって重要なことと考えます。
自治体や企業等との連携も促進します。学生の皆さんはコロナ禍の制約された中で新しい視点で研究に取り組んでいただきたい。そして、コロナ禍を乗り越えた新しい社会で活躍できる人材となって、世界で活躍してほしいと思います。
学生の皆さんは、長い自粛期間で過ごし、未来への不安もあるでしょう。しかし、このような時だからこそ、自分を見失わず、何をするために大学に入ったのか、そして何ができるのかということをもう一度考えていただきたい。この経験をプラスにしてほしいのです。きっと皆さんのこれからの長い人生のうちに、つらいことや自分を見失いそうになることがあるでしょう。しかし、自らが新しい社会を創造する人材となるため、前を向いて、歩んでほしい。我々教職員も全面的にサポートします。そして、一緒に歩んでいけることを願っています。

Dear Students
It seems like a long time has passed since the COVID-19 pandemic began. The COVID-19 Special Measures Law was enacted in March and a state of emergency was declared in April, placing Kyoto Prefecture under a special alert. Although the state of emergency in Kyoto Prefecture was lifted on May 21st, the passage of time from March until today must have felt extremely slow for our students. I feel the same way, even though less than 6 months have passed.
In the world as a whole, the number of new COVID-19 infections is still increasing, and there is still no prospect that the threat will be resolved. Such an uncertain future is an unprecedented crisis, and society must come to grips with two conflicting problems: controlling the spread of infection and preventing economic stagnation. You could say that this is the beginning of a new era, in which the movement of goods and people is restricted, social distance is encouraged, and communication takes place online, leading to dramatic changes to our social structures and values.
Humanity has overcome many pandemics to build the world we live in today. COVID-19 will go down in history as a pandemic that threatened the entire globe, but at the same time, 2020 will be remembered as a turning point and a year of great change. In an era of change, the role of the university as a hub of knowledge is vital, as it is the role of the university to maintain a sustainable society through the accurate perception of facts, scientific thinking, and the creativity of all of their students and faculty. COVID-19 has revealed many complex economic and social challenges. We will likely continue to live with COVID-19 for some time, and a post-COVID-19 world may still be far in the future, but I hope that you do not allow this to slow you down. On the contrary, I hope that you all seek to grasp the needs of society, discover a wide range of knowledge through your studies, and learn how to provide the optimal solutions to the problems of today.
As for our university, we must adopt new methods of education and unprecedented initiatives based on the values of today. We will focus more than ever on improving distance education, and our faculty and staff will work together on safety measures and hybrid study methods that incorporate face-to-face instruction, so that we can ensure adequate learning, even during the COVID-19 epidemic. We believe that this combination of distance and face-to-face instruction will become an important theme for future university education.
We will also promote collaboration with local governments and businesses. And though our students face constraints while under the threat of COVID-19, we hope that they will engage in their studies with a new sense of perspective, so that they can go on to play an active, professional role in a new, future society that has overcome COVID-19.
As students, you have all spent a long time practicing self-restraint during COVID-19, and you may feel anxious about your future. However, it is times like these when you should not lose sight of your dreams. I want you to remember why you came to our university and what you want to do with that knowledge in the future. I want you to make the most of this experience. Throughout a lifetime, everyone will face occasional hardship. Some people will struggle to hold onto their dreams. However, it is you who will build the future, so keep looking forward and moving forward. We, the faculty and staff, are with you all the way. Let’s keep moving forward together.
